Executive Summary
The Special Supplemental Nutrition Program for Woman, Infants and Children (WIC) has been updated to encourage breastfeeding, according to a notice published in the Aug. 7 Federal Register. The proposed rule would "establish two infant feeding options for the first month after birth, either full breastfeeding or full formula-feeding," as the Institutes of Medicine recommended in May 2005 1("The Tan Sheet" May 9, 2005, p. 15). A third infant feeding option is proposed for the second to eleventh month after birth - partial breastfeeding. The infant would be fed half the amount of formula for a fully breast-fed infant in addition to breastfeeding. Comments on the proposed rule must be postmarked on or before Nov. 6, 2006.
