Executive Summary
Brazil has passed legislation that promises to guarantee greater access to medicines and medical technology through the national health system (SUS). However, this access will be subject to new safety, efficacy and cost-effectiveness criteria. Law 12.401, sanctioned by Brazilian president Dilma Rousseff on 29 April, sets out the basic criteria and standards that will apply to the scheme, and the system and procedures that will be used to determine health service needs and policy and technology options, and to implement the programme. It comes into force in six months.
