Talks on German outpatient care begin

Executive Summary
One of the two main areas of proposed German health reforms, outpatient care, is under discussion among working groups. Talks among the three government parties will follow in the next few weeks. It is not yet certain whether approval in the SPD- dominated Bundesrat, the upper house, will be required.
