Patients should be able to choose between private or public healthcare every year, as well as having free choice of doctor and health centre, says the Spanish opposition Partido Popular. In unveiling his party's health plan, shadow Health Minister for the PP Enrique Fernandez Miranda claims the state would have to establish a new system of reimbursement whereby each medical procedure would have a price and this would have to be paid, either by the public health system or the medical insurer chosen by the patient.
