Executive Summary

The European Parliament has adopted a five-year AIDS prevention programme, armed with a budget of Fr 70 million ($14 million). The final statute includes changes recommended by the French deputy, Noel Mamere, involving the removal of discriminatory procedures against HIV carriers and opposing all systematic testing. The Parliament has called for better communication between organisations working with the disease and better co-ordination of epidemiological surveillance throughout Europe. The programme is also designed to increase awareness of the disease, condom usage, donor selection and testing.
