Executive Summary
Plans to force all visitors to Russia to submit to an HIV test violate human rights, according to the European Parliament (see Clinica No 630, p 3). The Parliament has called on the Russian Federation Council and President Boris Yeltsin not to ratify the plans. It has also approved a resolution that condemns all activities by nations which limit the free movement of those infected with HIV. Shortly before Christmas, President Yeltsin returned the bill to the State Duma (lower house), saying he will not approve it in its present form.
