The UK government is to make £31 billion ($47 billion) available in extra funding for health authorities across the country in 1999/2000. Around £472 million of this is earmarked for National Health Service modernisation initiatives, including setting up the National Institute for Clinical Excellence and capital spending. However, NHS managers have complained that health authorities in England have been left with "little room to manoeuvre".
