Executive Summary
The UK Medical Devices Agency (MDA) has achieved many of its targets since it was set up as an executive agency to the Department of Health in 1994. But while it is the "premier regulatory body in Europe and second only to the FDA in the world", in the five years since it was set up it has been unable to produce a measure or a set of measures to assess the quality of its work.
