Tighter epidemiological surveillance, with the creation of a national observatory for new HIV infections, is among the highlights of a new AIDS programme approved by the Spanish health ministry. The four-year programme also envisages initiatives aimed at promoting research, better co-ordination among AIDS institutions and greater international co-operation. The programme is an extension of a first national campaign, launched in 1997. This proved "extremely successful", the health ministry says, citing a 60% fall in the number of AIDS cases and a "very significant" fall in mortality from the condition. HIV infection rates remain, however, "still too high, requiring innovative interventions", it says.
