Executive Summary
Plans to increase health fees for expatriates in the Gulf state of the UAE, have been judged by analysts to be another step on the road towards privatisation of the health system. Health minister Hamad Abdel Rahman Al Madfa has introduced legislation which will see a fee of up to Dirhams 300 ($82) per night for a hospital bed. The introduction of the health fees for expatriates is also seen as a means of encouraging the health services to hire more local staff, who at present form only 7.5% of the workforce.
