Executive Summary
In an effort to reduce duplication of work and clarify levels of responsibility, the Norwegian health minister Tore Tonne has announced a proposal to establish three departments, including a national cancer register, as independent institutions. He hopes this will streamline the department of health so that it will be able to focus solely on the provision of an efficient health service. The proposal will go before parliament and the changes will possibly be included in the national budget for 2002.
