Executive Summary

Spain's national healthcare management institute - Instituto Nacional de Gestion Sanitaria (INGESA) - is already making its mark, after taking over some of the responsibilities of the now defunct Insalud in the newly devolved healthcare system. INGESA was established on August 2 2002, under Royal Decree 840/2002, which defines the restructuring of the Spanish ministry of health and consumer affairs. The institute is responsible for overseeing healthcare under the reformed Servicio Nacional de Salud (SNS) in the devolved regions and for providing the service in the African enclaves of Ceuta and Melilla.
