Executive Summary

Spain has increased spending on healthcare to 6.18% and 6.94% above GDP in each of the last two years, health minister Celia Villalobos announced in parliament at the end of 2001, as it was preparing to complete its national healthcare devolution programme (see this page). Since 1997, per capita spending on healthcare has been raised 30% to over Pta123,000 ($660). Insalud, the now all but defunct healthcare provider to 10 of the country's 17 regions, performed in 2000 and 2001 some 59,000 surgical interventions more than in 1999 and attended 458,000 more general appointments and 700,000 more emergencies over the last two years.
