Executive Summary
The European Parliamentary Committee on the Environment, Public Health and Consumer Protection is scheduled to adopt on July 9 a draft opinion on the prevention and control of trafficking in human organs and tissues. Some of these issues have already been addressed by the Parliament in its amendment on the proposed directive on the quality and safety of tissues and cells. German MEP Peter Liese suggests that the Council should wait until the directive on tissues and cells has been adopted before adopting a framework decision on trafficking in human organs and tissues under the "third pillar" of the EU structure, which deals with co-operation in justice and home affairs.
