Executive Summary
The Japanese Ministry of Health, Labour and Welfare (MHLW) is under pressure from the Council on Regulatory Reform (CRR) to change its regulatory practices and payment system. The reform has the support of the Prime Minister's office, writes Ed Rozynski. The ministry, while seeking to satisfy the CRR and the Prime Minister, wants however to keep the focus on lower key regulatory reforms that are less politically-charged, including the US-Japan price differential (FAP).
