Executive Summary
Slovenia will be the first of the 10 new EU member states to have a chance at the rotating EU council presidency. As long as the European Constitution comes into force by the beginning of 2007, Slovenia will be on the first "team" presidency, which will see three countries co-operating over 18 months under the control of a joint council presidency, as opposed to one country presiding for six months. The Czech Republic is in the second line-up, along with France and Sweden, due to take over in mid-2008.
