Executive Summary
The European Commission expects Bulgaria and Romania to be ready for EU membership by January 2007, having fulfilled the necessary economic and acquis criteria. This will mean that the single market for medical devices will extend to those two countries that year. The Commission is making every effort to bring negotiations with the two countries to a successful conclusion in 2004, with a view to signing the Accession Treaty as early as possible in 2005. The Commission is also recommending extending to Croatia the reinforced pre-accession strategy for candidate countries. The European Council has decided to begin negotiations with Croatia early in 2005 and has suggested that the negotiating framework for Croatia is finalised to that end.
