Executive Summary

The UK's National Institute for Clinical Excellence (NICE) has today (May 4 2004) published details of its new appraisal and appeal methods and processes. They feature an improved pre-appraisal scoping of the topic; longer appraisal consultation times; more detailed description of the methods for evaluating clinical and economic evidence, incorporating the use of a reference case; and more information on how the cost-effectiveness of technologies is assessed. Appraisals carried out under NICE's latest (9th) agreed wave of topics and those that are yet to be referred in the 10th wave will be appraised under a combination of the existing and new appraisal processes. The new process will come on stream fully for the 11th wave. Guides for use by manufacturers on submitting evidence to NICE will be published later this year.
