Executive Summary
In reaction to the proposal to introduce a user fee tax credit in the state of Massachusetts (see Clinica 1107), Stephen Ubl, AdvaMed's executive vice-president for federal government relations, called the plan "interesting", but added that the current user fee programme already gives small companies a break by charging them lower user fees. The law defines small companies as those firms with annual sales of under $30m; this rather liberal definition makes it possible for most of industry to qualify. He asked rhetorically how many "truly small companies" there are that enjoy sales amounting into $30m a year.
