Executive Summary
France, Germany, Luxembourg, Greece and Italy have been "named and shamed" by the European Commission as taking too long to implement EC directives. But Belgium is heading towards having the worst reputation, since its delays have more than doubled since May 2003 and it now has over ten times the number of directive, overdue as the best performer, Denmark. Italy, meanwhile, tops the Commission's list of infringement proceedings, having more cases against it than Denmark, Sweden, Finland, Luxembourg and Portugal combined.
