Executive Summary
The European Commission and European Parliament were due to sign a revised Framework Agreement to increase co-operation between the two parties and to strengthen the powers of each individually, as Clinica went to press. Key changes concern establishing a regular political dialogue between the two institutions at the highest possible level and for the Commission to streamline its legislation and work programme timetable so that the process becomes more political. The agreement also provides for more openness on the activities and the composition of such groups, with the aim of enhancing transparency in the EU as a whole.
