Executive Summary

National parliaments in the EU are going to have a far greater say on proposed EU laws. A text passed by EU leaders at the European Council on June 15 has been described by some as "revolutionary". Others have compared its impact to the "yellow card" system proposed in the EU Constitution text, under which the Commission would have to review proposed regulations if at least a third of the national parliaments argued that they were "beyond EU competencies", particularly for reasons of conflict with subsidiarity or proportionality rules.
