Frances Elliott has been appointed chief executive of NHS Quality Improvement Scotland, the Scottish equivalent of the National Institute for Health and Clinical Excellence (NICE) in England and Wales. She will replace Dr David Steel, who had been chief executive of both NHS QIS, since is creation in 2003, and of its precursor, the Clinical Standards Board for Scotland, since its creation in 1999.
