Executive Summary
Feb. 12 letter from House Ways & Means Chairman Bill Thomas (R-Calif.) and Health Subcommittee Chair Nancy Thomas (R-Conn.) to HHS Secretary Tommy Thompson and CMS Administrator Tom Scully asserts that CMS will be unable to hire contractors "critical to achieving a faster, more independent appeals process" until 2004 under current budgetary constraints.
