Executive Summary

SEN. COHEN'S MEDICARE FRAUD AND ABUSE BILL would extend the Social Security Act's anti-kickback statute and civil monetary penalties to all federal health care pro-grams. The bill (S 1088) introduced by Sen. William Cohen (R-Maine) July 28 is less ambitious than legislation he previously proposed which would have extended the provisions to all health care payers. The law currently applies to Medicare and Medicaid programs only.
