HCFA PHYSICIAN SELF-REFERRAL FINAL RULE is under review at the Office of Management and Budget, Associate Administrator of the Health Care Financing Administration Kathleen Buto told the House Ways and Means/Health Subcommittee at a May 3 hearing. The so-called "Stark I" law originally was enacted as part of 1989 budget reconciliation legislation, and significantly expanded in the 1993 budget bill. Staffers for Rep. Pete Stark (D-Calif.) believe the final rule for the 1989 bill may be published in the next few weeks; a proposed rule was published earlier this year.
