Executive Summary
Nominee is Kenneth Apfel, who has served as legislative director for Sen. Bill Bradley (D-N.J.) since 1989. The White House announced the choice of Apfel on March 12 in tandem with officially announcing the nomination of Philip Lee to the post of HHS Assistant Secretary for Health. Lee directs the Institute for Health Policy Studies at the University of California/San Francisco, is on the university's medical faculty and chairs the Medicare Physician Payment Review Commission. In the late 1960s, Lee was the assistant secretary for Health at HHS' predecessor, the Department of Health, Education and Welfare ("The Gray Sheet" Feb. 22, p. 5).
