Executive Summary
Jerold Mande, a special assistant to FDA Commissioner David Kessler, will add the duties of associate commissioner for legislative affairs on March 15. Mande will fill the post on an acting basis until a political appointee is named. He replaces Kay Holcombe, a former deputy associate commissioner who held the job on an acting basis following the departure of Marc Scheineson in January ("The Gray Sheet" Jan. 25, p. 2). Holcombe left FDA on March 12 to join House Energy and Commerce Committee staff.
